VCSL applies a community-first approach where forests are protected by their rightful owners.
By combining local governance, technology, and incentives, the model reduces deforestation
while strengthening livelihoods—without relying on exclusionary or punitive enforcement.

Boundary Revision & Establishment of New VLFRs
VCSL supports participatory boundary revision and the establishment of new Village Land Forest Reserves (VLFRs)
to strengthen protection and expand conservation areas.

Forest Boundary Marking
VCSL supports villages to establish clear and visible forest boundaries, helping to reduce encroachment
and strengthen local forest governance.

forest protection, improve clarity of land use.
Forest Management Plans and Bylaws
VCSL supports communities to develop and update Forest Management Plans and bylaws.
These plans are approved by village institutions and registered by district authorities,
ensuring legally recognized and sustainable forest management.
The process strengthens local governance while aligning community forest management
with national legal and regulatory frameworks.
Bylaws of the gazetted VLFR are developed in consultation with the Forest and Beekeeping Division.
Community-Led Forest Patrols
Community patrol teams monitor forests using smartphone-based, cloud-enabled systems that enable
real-time detection, reporting, and response to forest disturbances.
📱 Tools & Training
Smartphones are provided to patrol teams, who are trained to collect and report field data accurately.
📡 Deforestation Alerts
VCSL uploads deforestation alerts to village-level cloud systems to guide patrol planning and response.
⚡ Real-Time Monitoring
The system enables immediate detection and reporting of forest disturbances across the landscape.
💰 Performance Incentives
Patrol teams receive performance-based incentives, strengthening accountability and sustained engagement.
Gazettement of Village Land Forest Reserves
In line with Section 35 of the Forest Act (CAP 323) of the Laws of Tanzania,
VCSL supports the formal gazettement of Village Land Forest Reserves (VLFRs)
to enhance tenure security and strengthen legal protection.

- Collaboration with national and district authorities
This secures long-term legal recognition and protection of community-managed forests.
An Integrated Approach to Forest Protection
VCSL’s forest protection model combines community ownership, participatory planning,

system for managing village forests.

causes of deforestation while strengthening local institutions and livelihoods.
